  • The Secretary of State’s plate renewal notice says whether an emissions test is required before you can renew.
  • A car that fails has to be repaired and retested. A waiver for the current test cycle may be possible after at least two failed tests and a minimum amount of emissions-related repairs by a Recognized Repair Technician.
  • Anyone can bring the car in for testing. The registered owner doesn’t have to.
